Consider Ordinance Amendment (Land Use and Zonin~ Maps) By the City of <br />Elk River/P.H. <br /> <br />Janelle Szklarski, Zoning Assistant, explained that the zoning and land <br />use maps were being amended as part of the implementation of the Focus <br />Area Studies. <br /> <br />Chairman Kimball opened the public hearing. There being no one for or <br />against the request, Chairman Kimball closed the public hearing. <br /> <br />COMMISSIONER EBERLEY MOVED TO RECOMMEND TO THE CITY COUNCIL THE <br />ADOPTION OF THE LAND USE MAPS FOR AREAS A, B, C & D AS PER STAFF <br />RECOMMENDATION. COMMISSIONER NADEAU SECONDED THE MOTION. <br /> <br />Steve Rohlf, Building and Zoning Administrator, stated that the zoning <br />map for the southeastern corner of Area D was inconsistent with the <br />land use map, and that either the land use or zoning map should be <br />changed so as to correct the inconsistency. <br /> <br />Tim Keane, City Attorney, reminded the Commission that they should <br />adopt the land use pattern which they feel is best suited for the <br />property. <br /> <br />Commissioner Eber ley stated that through the Focus Area Studies, a <br />recommendation to preserve green space along Highway 10 was made. The <br />City Council concurred with that recommendation. Therefore, the land <br />use and zoning map should reflect that recommendation. <br /> <br />Steve Rohlf explained that the land use map shown in staff's <br />recommendation shows this property as having an underlying land use of <br />agricultural. Mr. Rohlf stated that this is a departure from the 1988 <br />Growth Management Plan, and that if the Planning Commission felt that <br />it was necessary to preserve green space, this property should be shown <br />as low density residential, not agricultural. <br /> <br />Commissioner Eberley withdrew her previous motion with the approval of <br />Commissioner Nadeau. <br /> <br />COMMISSIONER EBERLEY MOVED TO RECOMMEND TO THE CITY COUNCIL ADOPTION OF <br />THE LAND USE MAP AS RECOMMENDED BY STAFF FOR AREAS A, B, AND C. AREA D <br />SHOULD BE AMENDED TO CHANGE THE LAND USE DESIGNATION OF AGRICULTURAL IN <br />THE SOUTHEASTERN CORNER TO LOW DENSITY RESIDENTIAL. COMMISSIONER <br />NADEAU SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />COMMISSIONER EBERLEY MOVED TO RECOMMEND TO THE CITY COUNCIL THE <br />ADOPTION OF THE ZONING MAPS FOR AREAS A, B, AND C AS PER STAFF'S <br />RECOMMENDATION. THE ZONING MAP FOR AREA D SHOULD BE CHANGED TO REDUCE <br />THE AMOUNT OF C-3 ALONG HIGHWAY 10 SO THAT IT WILL BE CONSISTENT WITH <br />THE LAND USE MAP. COMMISSIONER JOHNSON SECONDED THE MOTION. THE <br />MOTION CARRIED 4-0. <br />
