(speculative building are built by <br /> developers with the goal of attracting tenants) <br /> The Authority is not opposed to a lot split,but noted they don't want the access <br /> located on Main Street and if the land is split, there would have to be an interior <br /> road or access agreement. <br /> The Authority is open to a private4 ehconstructing, owning, an rating a <br /> spec building. <br /> 9.
