Cit�r Council Minutes <br />February 22, 2022 <br />Page 3 <br />Backlogs with the couYt system because memories fade and witnesses <br />disappear so cases are more difficult to prosecute. <br />Holding virtual meetings, noting it can be difficult to get resolution on a case <br />because defendants don't take things as serious and aYe not pleading, which <br />can make the process longer. <br />7.1 Conditional Use Permit: Extend Mineral Extraction Operations at <br />I I 650 225`" Avenue, Knife River <br />Mr. Carlton presented the staff report. <br />MayTor Dietz opened the public hearing. There being no one to speak to this issue, <br />Mayor Dietz closed the public hearing. <br />Moved by Councilmember Westgaard and seconded by Councilmember Beyer <br />to approve Conditional Use Permit, Case No. CU 22-01 authorizing continued <br />mineral extraction, operation of the asphalt plant, and hauling operations on <br />the properties authorized under CU 97-02, CU 09-14, CU 20-10 with the <br />following conditions: <br />1. All previous conditions of approval included in CU 97-02, CU 09-14, CU 20- <br />10 remain in place. <br />2. Staff approval of a new reclamation plan for the entire site, to include a <br />timeline for completion of the mineral extraction operations. <br />Motion carried 5-0. <br />7.2 Conditional Use Permit: Amend Existing Agricultural Research CUP to <br />Facilitate a New Feed Mill, PID 75-013-2100 <br />NLr. Carlton presented the staff report. <br />�1a�-or Dietz opened the public hearing. There being no one to speak to this issue, <br />Ma�ror Dietz closed the public hearing. <br />Moved by Councilmember Beyer and seconded by Councilmember Westgaard <br />to approve Conditional Use Permit, Case No. CU 22-03 authorizing <br />expansion/modifcation of the existing agricultural research faciliry by <br />replacing the existing feed mill. Motion carried 5-0. <br />7.3 Amendment to Conditional Use Permit: 10752 I 68t" Circle, Royal Oak <br />Acquisitions, LLC <br />Mr. Carlton presented the staff report. <br />Mayror Dietz opened the public hearing.
