Consider a Conditional Use Permit Request by Julie Peterson/Public <br />Hearing <br /> <br />Janelle Szklarski, Zoning Assistant, explained that Julie Peterson is <br />requesting a Conditional Use Permit to operate a home hair salon at <br />1723 Tipton Circle. The salon would only involve Ms. Peterson with no <br />outside employees, limited hours of operation, and only one work <br />station, therefore, due to the limited scope of the proposed business, <br />staff is recommending approval of the Conditional Use Permit. <br /> <br />Chairman Nadeau opened the public hearing. <br /> <br />There being no comments from the public, Chairman closed the public <br />hearing. <br /> <br />Commissioner <br />salons. Ms. <br />with Terry <br />codes. <br /> <br />spotts questioned what building codes pertain to home hair <br />Szklarski answered that the applicant has been in touch <br />Zajac, Building Inspector, and Mr. Zajac is reviewing these <br /> <br />Commissioner Minton discussed staff's recommendation for the limited <br />hours of operation. Commissioner Eberley concurred with Commissioner <br />Minton that the stipulation limiting the hours and days of operation <br />was unnecessary for this type of use. Ms. Szklarski answered that a <br />business such as this which generates customers and traffic, should not <br />be subject to the permitted use hours of operation (7:00 a.m. to 10:00 <br />p.m.). Commissioner Tveitte concurred with Ms. Szklarski considering <br />the density in the Bailey Beck Addition. <br /> <br />COMMISSIONER JOHNSON MOVED TO RECOMMEND APPROVAL OF THE CONDITIONAL USE <br />PERMIT FOR JULIE PETERSON CITING STAFF'S MEMO AND THE SEVEN STANDARDS <br />FOR A CONDITIONAL USE PERMIT SUBJECT TO THE FOLLOWING STIPULATIONS: <br /> <br />1. THAT THE HOURS OF OPERATION BE LIMITED TO 10.00 a.m. to 8:00 p.m. <br /> <br />2. THAT NO OTHER EMPLOYEES AND NO ADDITIONAL WORK STATIONS ARE <br />ALLOWED WITH THIS HOME OCCUPATION. <br /> <br />3. THAT THE APPLICANT MAINTAIN ENOUGH ROOM IN THE DRIVEWAY FOR TWO <br />CUSTOMER VEHICLES AT ALL TIMES DURING OPERATING HOURS. <br /> <br />4. THAT SIGNAGE BE LIMITED TO TWO SQUARE FEET MOUNTED FLAT ON THE <br />WALL OF THE DWELLING. <br /> <br />5. <br /> <br />THAT THIS USE IS SUBJECT TO AN ANNUAL REVIEW BY STAFF TO ENSURE <br />THAT THE INTEGRITY OF THE RESIDENTIAL NEIGHBORHOOD IS MAINTAINED. <br />
