.

.

.

Elk River Planning Commission Minutes
March 23, 1993

Page 17

1.

THE VARIANCE FOR EVANS AVENUE BE CONTINGENT UPON PRELIMINARY PLAT
APPROVAL.

COMMISSIONER KREGER SECONDED THE MOTION. THE MOTION CARRIED 7-0.

13. Consider A Request For An Ordinance Amendment, Section 900.30 (5)(c)
"Roofing Standards" by John Weicht/Public Hearing

Stephen Rohlf, Building and Zoning Administrator, stated the applicant,
John Weicht, is requesting the City of Elk River consider an ordinance
amendment that would allow non-colored metal roofs. The City
eliminated non-colored metal roofs to avoid glare to adjacent
properties. When reviewing this ordinance, the Planning Commission
should consider the likelihood of multi-story buildings being built
adjacent to flat, non-colored metal roofs. Anywhere a C-3, I-I, or
1-2 zone abuts a multifamily zone, the likelihood is high that a
multi-story building could be built adjacent. Mr. Weicht indicated
there is a non-colored, galvanized roofing material called
galvalume, which has a dull satin finish. Manufacturers indicated it
will still reflect some light, however, not at the intensity of normal
galvanized roofing material. Mr. Rohlf stated an ordinance amendment
reflecting the requested change (if approved) is attached.

Chairman Minton opened the public hearing.

John Weicht, PO Box 368, Elk River, MN, explained the manufacturers
information regarding the product "galvalume." Further, he expressed
some concern regarding the cost of colored metal (higher cost) versus
galvalume (lower cost).

There being no further comments from the public, Chairman Minton closed
the public hearing.

COMMISSIONER SPOTTS RECOMMENDED APPROVAL OF AN ORDINANCE AMENDMENT TO
SECTION 900.30 "ROOFING STANDARDS" BY JOHN WEICHT, CITING STAFF'S MEMO
DATED MARCH 17, 1993.
