<br />Planning Commission Minutes <br />June 28, 1994 <br /> <br />~~'~@w~!m <br /> <br />Page 3 <br /> <br />. <br /> <br />Phil Johnson, 19400 Holt Sf, Elk River, addressed concerns regarding the <br />covenants for Brentwood. Chairman Tveite explained that the Planning <br />Commission can not address or enforce covenants, therefore, the Planning <br />Commission could not respond to some of Mr. Johnson's questions. Mr. Johnson <br />also expressed concerns regarding the construction of a garage and if a <br />conditional use permit was issued for a trailer on the site. <br /> <br />Bill Matthews, Pastor at Solid Rock Church, stated that a conditional use permit <br />was issued for the trailer and a building permit has been obtained for the <br />construction involving the garage. <br /> <br />Nadine _1-17155-155 Lane, Ramsey, stated that she is an instructor at the Solid <br />Rock Church and explained that many of the students would be transported by <br />carpooling. <br /> <br />Dale Miller, 11795-196 Avenue, Elk River, informed the Planning Commission that <br />he was at this meeting regarding another issue, however, he lives in the area and <br />wanted the record to reflect his opposition to this request. <br /> <br />Marge Ojay, 6935 Norris Lake Rd, stated that she was in favor of the proposal by <br />Solid Rock Church. <br /> <br />. <br /> <br />There being no further comments from the public, Chairman Tveite closed the <br />public hearing. <br /> <br />Bill Matthews commented on some of the issues raised: approximately 60% of the <br />students would be bussed to the school; the landscaping revision along 196th was <br />acceptable; students would be kept on the church property during recess, etc. <br /> <br />Commissioner Eberley expressed her concern and the concerns mentioned by <br />the public regarding the intersections of 196th and Irving and 197th and Irving, <br />and suggested the Planning Commission recommend the City Council conduct a <br />feasibility study of these intersections for public safety. <br /> <br />COMMISSIONER EBERLEY MOVED TO RECOMMENDED APPROVAL OF THE <br />CONDITIONAL USE PERMIT REQUEST BY SOLID ROCK CHURCH TO OPERATE A <br />SCHOOL ACCOMMODATING GRADES K-12 FROM THE EXISTING CHURCH FACILITY, <br />PUBLIC HEARING, CASE NO. CU 94-15, CITING STAFF'S MEMO, INFORMATION <br />GATHERED AT THE PUBLIC HEARING, AND THE TRAFFIC STUDY PROVIDED BY <br />BENSHOOF & ASSOC. AS FINDING OF FACT. APPROVAL IS RECOMMENDED WITH THE <br />FOLLOWING CONDITIONS: <br /> <br />1. A MAXIMUM OF 300 STUDENTS BE ALLOWED TO ATTEND THE SCHOOL. <br /> <br />2. ALL BUILDING AND FIRE CODE ISSUES BE ADDRESSED PRIOR TO THE BUILDING BEING <br />USED FOR EDUCATIONAL PURPOSES. <br /> <br />3. <br /> <br />A REVISED LANDSCAPE PLAN BE SUBMITTED TO STAFF PRIOR TO THE CITY COUNCIL <br />MEETING ILLUSTRATING RELOCATING THE PROPOSED TREES FROM 195TH AVENUE TO <br />THE NORTHERN BOUNDARY OF THIS SITE ALONG 196TH AVENUE. <br /> <br />. <br />
