One of the <br />conditions would be that an opportunity exists for commercial or development, <br />and not extend it to residential development. He was in agreement with the <br />other conditions as proposed. <br /> <br />Commissioner Kreger expressed his agreement with Commissioner Minton's <br />comments. He stated the City Attorney would be researching the issue of a <br />binding agreement and cash surety bond. He stated that he would be in favor <br />of this concept being included in the Comprehensive Plan, and that an <br />ordinance amendment be could be drafted to incorporate the change. <br /> <br />'. <br /> <br />Tom Dillon stated he was in agreement with Commissioner Minton. He stated <br />that placing a property in an urban service district and not extending services <br />land-locks the property and prevents the owner from using the property. He felt <br />it would not be possible to implement Solution 1 in time for the property owners <br />to develop their site. He felt it would be injurious for the City to not be flexible to <br />the needs of people in the urban service district to be able to develop their <br />property, when city water and sewer is not available. <br /> <br />COMMISSIONER MINTON MOVED THE PLANNING COMMISSION RECOMMEND THE <br />CITY COUNCIL INITIATE AN ORDINANCE AMENDMENT TO ALLOW DEVELOPMENT OF <br />COMMERCIAL AND INDUSTRIAL PROPERTY IN THE URBAN SERVICE AREA, EVEN IN <br />AREAS WHERE URBAN SERVICES ARE NOT AVAILABLE UNDER CERTAIN CONDITIONS; <br />EXAMPLES OF SUCH CONDITIONS SHALL INCLUDE: <br /> <br />. THE USE BE INDUSTRIAL OR COMMERCIAL DEVELOPMENT <br /> <br />. THAT THERE BE A SIGNIFICANT DISTANCE FROM THE SEWER AND WATER <br /> <br />. THAT THE BUILDING TO BE CONSTRUCTED BE CONSISTENT WITH THE INTENDED <br />USE OF THE PROPERTY <br /> <br />. THE USE BE CONSISTENT WITH THE CITY'S GROWTH MANAGEMENT PLAN <br /> <br />.
