COMMISSIONER DILLON SECONDED THE MOTION. <br /> <br />THE MOTION CARRIED 6-0. <br /> <br /> <br />Staff report by Steve Ach. DMV Mall Corporation is requesting a preliminary plat <br />to subdivide approximately 20 acres into one industrial lot and one outlot. The <br />property is located at the southwest corner of Business Center Drive and Joplin <br />Street. The preliminary plat involves the creation of one 3-acre parcel and the <br />extension of a public road to serve a prospective manufacturing use. The <br />proposed plat is actually Outlot A of the original Country Crossing Business <br />Center plat. The developers of Country Crossing Business Center are considering <br />completing the extension south of Business Center Drive this year, and therefore, <br />the plat would be modified to include an additional 200 feet of right-of-way <br />south of the existing termination point. <br /> <br />Chair Kuester opened the public hearing. There being no comments from the <br />public, Chair Kuester closed the public hearing. <br /> <br />. <br /> <br />Commissioner Minton requested that adequate buffering be included in the site <br />plan to screen the site from the Sandpiper Estates subdivision. <br /> <br />COMMISSIONER SULLIVAN MOVED TO RECOMMEND APPROVAL OF THE <br />PRELIMINARY PLAT REQUEST BY DMV MALL CORPORATION, PUBLIC HEARING CASE <br />NO. P 95-6, WITH THE FOLLOWING CONDITIONS: <br /> <br />1. A DEVELOPER'S AGREEMENT BE PREPARED AND EXECUTED, OUTLINING THE <br />TERMS AND CONDITIONS OF PLAT APPROVAL AND INSTALLATION OF <br />PUBLIC UTILITIES. <br /> <br />2. ALL COMMENTS IN TERRY MAURER'S MEMO DATED 9/19/95 BE <br />INCORPORATED FOR APPROVAL OF THE PRELIMINARY PLAT. <br /> <br />3. A STORM DRAINAGE IMPACT FEE IN THE AMOUNT OF $741.60 PER ACRE BE <br />PAID PRIOR TO THE RELEASE OF FINAL PLAT FOR RECORDING. <br /> <br />4. A WATER AVAILABILITY CHARGE BE PAID TO ELK RIVER UTILITIES IN THE <br />AMOUNT OF $300 PER LOT PRIOR TO RELEASE OF FINAL PLAT FOR <br />RECORDING. <br /> <br />5. THE PRELIMINARY PLAT BE REVISED TO REFLECT THE EXTENSION OF THE <br />PROPOSED STREET SOUTH OF BUSINESS CENTER DRIVE ALONG WITH THE <br />APPROPRIATE DRAINAGE AND UTILITY EASEMENTS TO ALLOW THE <br />EXTENSION AND LOOPING OF PUBLIC UTILITIES. <br /> <br />. <br />
