<br />Planning Commission Meeting Minutes <br />May 23, 1995 <br /> <br />Page 2 <br /> <br />. <br /> <br />Elk Park Center Planned Unit Development. The building will be occupied by <br />Video Update. Steve highlighted some of the concerns outlined in staff's report <br />to the Planning Commission dated May 23, 1995, regarding parking, <br />landscaping, pedestrian circulation, refuse collection, and the building <br />elevations. Staff also suggested that the earth tone and brick theme be <br />incorporated in the building's exterior design. Staff recommended approval of <br />the conditional use permit with the inclusion of comments in staff's report, as well <br />as comments in the City Engineer's report dated May 17,1995. <br /> <br />Chair Kuester opened the public hearing. There being no comments from the <br />public, Chair Kuester closed the public hearing. <br /> <br />Carl Carlson, representative of Kraus-Anderson, stated that Video Update has <br />agreed to an "eggshell" color for the building exterior. He added that they <br />have no concerns regarding the landscaping recommendations. Steve Ach <br />explained that staff has suggested brick for the columns on the front of the <br />building. <br /> <br />COMMISSIONER KREGER MOVED THE PLANNING COMMISSION RECOMMEND <br />APPROVAL OF THE REQUEST BY KRAUS-ANDERSON OF ELK RIVER, INC. AND VIDEO <br />UPDATE FOR A CONDITIONAL USE PERMIT FOR SITE PLAN REVIEW, PUBLIC HEARING <br />CASE NO. CU 95-8, FINDING OF FACT AS FOLLOWS: INFORMATION IN STAFF'S <br />MEMO AND CITY ENGINEER'S MEMO, AND ALSO, THERE WAS NO PUBLIC <br />OPPOSITION DURING THE PUBLIC HEARING, WITH THE FOLLOWING CONDITIONS: <br /> <br />. <br /> <br />1. <br /> <br />ALL COMMENTS STATED WITHIN THE STAFF'S MEMO DATED 5/23/95 AND THE <br />CITY ENGINEER'S MEMO DATED 5/17/95, BEING INCORPORATED INTO THE <br />PROPOSED DEVELOPMENT PLANS. <br /> <br />2. THREE SETS OF REVISED PLANS BE SUBMITTED FOR APPROVAL PRIOR TO <br />ISSUANCE OF A BUILDING PERMIT. <br /> <br />COMMISSIONER THOMPSON SECONDED THE MOTION. THE MOTION CARRIED 6-0. <br /> <br /> <br />Staff report by Steve Ach. Kraus-Anderson of Elk River, Inc. is requesting a <br />conditional use permit for site plan review to construct a 16,000 square foot. <br />multi-tenant store as part of the Elk Park Center Planned Unit Development. <br />Steve reviewed recommendations in his memo to the Planning Commission <br />regarding parking and circulation, refuse circulation, and signage. Steve <br />suggested that the signage restrictions be modified to allow a two foot setback <br />for signs on the narrower (20 ft.) retail bays. <br /> <br />Chair Kuester opened the public hearing. There being no comments from the <br />public, Chair Kuester closed the public hearing. <br /> <br />. <br /> <br />Commissioner Kreger questioned how high the retaining wall would be behind <br />the building, and also the depth of the bays. John Bogart of John Oliver and <br />Associates, stated the wall would be 4 feet high. Carl Carlson of Kraus-Anderson <br />stated the bays would be 100 - 120 feet deep. <br />
