The City of Elk River is being requested by the <br />Minnesota Department of Natural Resources (DNR) to update its "Wild and <br />Scenic River Ordinance". Steve indicated staff is recommending approval of <br />the Wild and Scenic River Ordinance with the revisions noted in the staff report, <br />contingent on the DNR's acceptance of the revisions. <br /> <br />Chair Thompson opened the public hearing. There being no comments from <br />the public, Chair Thompson closed the public hearing. <br /> <br />COMMISSIONER MINTON MOVED THE PLANNING COMMISSION RECOMMEND <br />APPROVAL OF THE WILD AND SCENIC RIVER ORDINANCE AMENDMENT BY THE CITY <br />OF ELK RIVER, PUBLIC HEARING CASE NO. OA 96-11, WITH THE REVISIONS <br />PROPOSED BY STAFF. COMMISSIONER ANDERSON SECONDED THE MOTION. The City of Elk River is requesting an ordinance <br />amendment creating a definition for pawn shops and including them as a <br />conditional use in the C3 (Highway Commercial) zone with setbacks of 250 feet <br />from residential zones and 500 feet from schools, parks and daycare centers, <br />churches and other pawnshops. On March 18, 1996, the City Council approved <br />an ordinance establishing a moratorium on pawn shops for one year, or until the <br />Code of Ordinances has been updated with respect to pawn shops. <br /> <br />Chair Thompson opened the public hearing. There being no comments from <br />the public, Chair Thompson closed the public hearing. <br /> <br />COMMISSIONER ANDERSON MOVED THE PLANNING COMMISSION RECOMMEND <br />APPROVAL OF ORDINANCE 96-_, AMENDING DEFINITIONS AND CONDITIONAL <br />USES IN THE C3 ZONING DISTRICT RELATING TO PAWNSHOPS, PUBLIC HEARING <br />CASE NO. OA 95-8, WITH THE FOLLOWING ADDITION: <br /> <br />250 FOOT SETBACK FROM ANY RESIDENTIAL ZONE AND 500 FOOT SETBACK <br />FROM SCHOOLS, PARKS, DAYCARE CENTERS, CHURCHES AND <br />PAWNSHOPS, MEASURED FROM THE PROPERTY LINE. <br /> <br />COMMISSIONER TACHENY SECONDED THE MOTION. THE MOTION CARRIED 6-0. <br /> <br />6.1. Plannina Commission Mobile Workshop <br /> <br />A mobile workshop will be held on July 30, 1996, beginning at 4:00 p.m. <br />
