In order to meet standards for upgrading County <br />Road # 12 the hill adjacent to Hillside Park will need to be lowered. If the road is <br />lowered, an existing driveway serving three residences east of the park would be <br />at an intolerable 15% grade. The County is requesting to acquire the necessary <br />property to relocate a driveway and bring the grade down to less than 10%. <br />The Planning Commission needs to determine if the sale or acquisition of <br />property by the City is consistent with the comprehensive plan. The Mickelsons are requesting preliminary plat <br />approval to subdivide approximately 35 acres into three lots and a variance to <br />lot area for Lot 2, Block 1. The property is located at the southwest corner of <br />217th Ave. NW and Co. Rd. No. 32 and is zoned R 1 a (Single Family Residential). <br />The applicants applied for preliminary plat in 1994 which was withdrawn due to <br />soil and wetland conditions. An administrative subdivision was granted in 1995, <br />creating a 6 acre and the subject 35 acre parcel. The proposed preliminary <br />plat will create 3 lots; Lot 1 - 10.56 acres in size, Lot 3 - 22.27 acres, and Lot 2 - <br />2.22 acres in size. The applicant has indicated a variance for Lot 2 is needed <br />because 1 7 feet of right of way along Co. Rd. No. 32 was granted as a condition <br />of approval of the administrative subdivision. Staff believes the request meets <br />the five standards required to grant a variance. Staff recommends approval of <br />the preliminary plat subject to the nine conditions outlined in the staff report. <br /> <br />Joyce Mickelson, applicant, explained they plan to build a house on the 2.22 <br />acre parcel and sell it. <br /> <br />Chair Dillon opened the public hearing.
