The City of Elk River is requesting an amendment <br />to the zoning ordinance to establish hotels/motels and class I restaurants as <br />conditional uses in the C3 (Highway Commercial) zoning district. Currently, <br />these uses only require staff review prior to issuance of a building permit. Issues <br />are listed as permitted uses and as traffic, screening, noise and odors can <br />impact nearby adjacent residential areas and may best be addressed through <br />the conditional use permit process. Staff recommends approval of the <br />ordinance amendment. <br /> <br />Chair Thompson opened the public hearing. <br /> <br />Paul Bell, 17323 Highway 10, owner of the Bridgeman's Restaurant, expressed his <br />opposition to the proposed ordinance amendment, stating it would restrict his <br />
