Ms. Whitman stated she is aware of other cities' ordinances <br />which have a requirement for co-location and an applicant must be able to <br />meet specific criteria to be able to deny co-location. Ms. Whitman explained <br />that AT&T has provided them a 12 page application to be considered for co- <br />location, along with a $1,000 application fee. She felt it is unfair AT&T is able to <br />delay responding to their requests for months and should be required to <br />respond within a specified time frame. <br /> <br />Commissioner Anderson explained that the Commission is sensitive to APT's <br />concerns but they do not wish to be forced into making a decision because <br />AT&T is not being timely with a response. He explained they have a responsibility <br />to the City of Elk River to assure there will not be 50 of these towers scattered <br />throughout the city. Ms. Whitman stated she felt the city also has a responsibility <br />to address co-location requirements through their code so that it can be done <br />in a timely fashion. Ms. Whitman indicated that a company should be able to <br />respond within 2 weeks to a request for co-location. The information needed is <br />whether the tower can physically and structurally support their equipment and if <br />they can be the height their RF requires. Ms. Whitman asked that the City discuss <br />the $1,000 application fee with AT&T when discussing the cooperation issue with <br />them. She added that the City of Bloomington requires a signed statement that <br />an applicant will cooperate in co-location whenever possible. <br /> <br />Steve Ramberg provided information on "RSA" boundaries and how coverage <br />can be restricted. Steve also explained the difference between analog wireless <br />and digital transmission. He noted the PCS (personal communication system) <br />digital transmission has no static since it is total synthesis of the voice. <br /> <br />COMMISSIONER MINTON MOVED THE PLANNING COMMISSION POSTPONE THE <br />REQUESTS BY AMERICAN PORTABLE TELECOM FOR REZONING AND A <br />CONDITIONAL USE PERMIT, PUBLIC HEARING CASE NO.'S ZC 96-20 AND CU 96-26, <br />UNTIL THE DECEMBER 19, 1996, PLANNING COMMISSION MEETING, SO THAT <br />INFORMATION CAN BE OBTAINED REGARDING COVERAGE AT THE AT&T SITE, <br />POSSIBLY AN ADDITIONAL SITE TO THE NORTH, AND WHETHER OR NOT THERE ARE <br />ANY OTHER POSSIBLE SITE LOCATIONS. COMMISSIONER TACHENY SECONDED THE <br />MOTION. THE MOTION CARRIED 7-0. <br /> <br />Commissioner Kuester asked that this item be discussed at the December 10, <br />1996, Planning Commission workshop agenda. <br /> <br /> <br />There being no further business, COMMISSIONER TACHENY MOVED TO ADJOURN <br />THE MEETING. COMMISSIONER MINTON SECONDED THE MOTION. THE MOTION <br />CARRIED 7-0. <br /> <br />The meeting of the Elk River Planning Commission adjourned at 11: 1 0 p.m. <br />
