Housing and Redevelopment Minutes Page 2 <br /> February 7,2022 <br /> ----------------------------- <br /> 7.1 Election of Officers and Establish Terms <br /> Acting Chair Chuba took rollcall. He stated he spoke to Chair Toth on Friday who indicated <br /> he would like to lead the commission as Chair for another year.Acting Chair Chuba <br /> proposed to reelect the same officers as in 2021. <br /> Moved by Commissioner Chuba and seconded by Commissioner Wagner to <br /> nominate Larry Toth as Chair, Denny Chuba as Vice Chair, and Nate Ovall as <br /> Secretary of the Housing and Redevelopment Authority. <br /> Motion carried 3-0. <br /> 7.2 Designation of Committees and Assignment <br /> Acting Chair Chuba proposed to keep the same members serving on"`the Joint Finance <br /> Committee. He indicated he spoke with Chair Toth who was also in agreement with <br /> continuing to serve. <br /> Moved by Commissioner Ovall and seconded by Commissioner Wagner to appoint <br /> Larry Toth and Denny Chuba as HRA/EDA Joint Finance Committee <br /> representatives. <br /> Motion carried 3-0. <br /> 7.3. Review of Enabling Resolution and Bylaws <br /> Mr. O'Neil presented the staff report. He asked the HRA if they would be interested in <br /> discussing any changes they want to see with operating procedures or bylaws of the HRA. <br /> He stated he suggested discussing how the Joint Finance Committee operates with the <br /> number of members and quorum issues and determine if that aligns with the trades and <br /> professions that the HRA desires to serve. <br /> Commissioner Ovall stated he was open to Mr. O'Neil's feedback. He stated the HRA had <br /> recently tweaked the bylaws to match with how they operate but any recommendations from <br /> him is appreciated to establish workflow and facilitate current positions. <br /> 7.4. HRA Rehabilitation Loan Update <br /> Mr. O'Neil presented the staff report. He spoke with Jim Hasnik from CEE who offered up <br /> some peer city programs for the HRA to review and consider adding additional programs <br /> that might fill some needs or gaps in our city.Jim suggested the HRA be open to a range of <br /> possibilities. Mr. O'Neil stated he would be updating and freshening up marketing for <br /> newspaper ads. <br /> Acting Chair Chuba felt it made sense to him to keep the HRA's program in place even <br /> though our lending limits are low but to consider adding additional programs to fill some <br /> current needs. <br />
