Planning Commission Page 2 <br /> January 25,2022 <br /> Chair Larson-Vito opened the public hearing. <br /> Mark Magnuson, representing Knife River, added that part of the entrance was <br /> also paved which has helped reduce the amount of dirt tracked onto the roadways. <br /> There being no one else to speak, Chair Larson-Vito closed the public hearing. <br /> Moved by Commissioner Johnson and seconded by Commissioner Beise to <br /> recommend approval of the Conditional Use Permit authorizing continued <br /> mineral extraction,specifically operation of the asphalt plant and hauling <br /> operations on the properties authorized under CU 97-02, CU 09-14, and CU <br /> 20-10 with the following conditions: <br /> 1. All previous conditions of approval included in CU 97-02, CU 09-14, <br /> and CU 20-10 remain in place. <br /> 2. Staff approval of a new reclamation plan for the entire site, to include a <br /> timeline for completion of the mineral extraction operations. <br /> Motion carried 7-0. <br /> 5.2 Cargill Animal Nutrition, PID 75-013-2100 <br /> • Conditional Use Permit authorizing expansion of an approved agricultural <br /> research facility (feed mill), Case No. CU 22-03 <br /> Mr. Carlton presented the staff report. <br /> Commissioner Rydberg confirmed that Cargill was also working on constructing <br /> another building on the site. <br /> Chair Larson-Vito opened the public hearing. <br /> There being no one to speak, Chair Larson-Vito closed the public hearing. <br /> Moved by Commissioner Johnson and seconded by Commissioner Keisling to <br /> recommend approval of the Conditional Use Permit authorizing <br /> expansion/modification of the existing agricultural research facility by <br /> replacing the existing feed mill as outlined in the staff report. <br /> Motion carried 7-0. <br /> 5.3 ISD #728 and Wold Architects & Engineers, 600 School St, NW <br /> • Conditional Use Permit for 1,000 sq. ft. expansion of an Educational <br /> Institution (Lincoln Elementary), Case No. CU 22-02 <br /> Mr. Leeseberg presented the staff report. <br /> IIuEIEI 11 <br /> NATURE <br />
