Planning Commission Page 3 <br />November 23, 2021 <br />Councilmember Beyer asked for clarification with the tree requirements. <br />Mr. Carlton explained the applicant submitted a landscape plan that includes a new <br />vegetated buffer screening the existing office building and access drive along with <br />detailed landscaping near the new facility and parking area. He stated ordinance <br />requires a total of 63 trees, including a mix of overstory, evergreen, and ornamental <br />varieties as well as allows native grass areas to satisfy up to half of the landscaping <br />requirements. Therefore, the proposed plan will satisfy the city's landscaping <br />requirements. <br />Chair Larson -Vito opened the public hearing. <br />There being no one to speak, Chair Larson -Vito closed the public hearing. <br />Commissioner Rydberg asked about waiving the curb and gutter requirements. He <br />recalled the City Council has waived those requirements in certain cases. <br />Mr. Carlton explained the applicant is requesting to have that requirement waived by <br />the City Council and staff supports the request as this is a large agricultural facility in <br />a rural location. They would maintain/install curbing at vehicular and pedestrian <br />areas such as where sidewalks meeting parking areas. <br />Chair Larson -Vito noted specific conditions for this were not included and asked if <br />they would be presented at the City Council meeting. <br />Mr. Carlton stated those would be reviewed by the City Council. <br />Commissioner Rydberg noted the property is in a private, rural area and there is not <br />much pedestrian traffic. <br />Moved by Commissioner Beise and seconded by Commissioner Keisling to <br />recommend approval of the request by Cargill Animal Nutrition Center for an <br />Agricultural Research Facility with the following condition: <br />1.
