City Council Minutes <br />February 7, 2022 <br />Mayor Dietz opened the public hearing. <br />Page 3 <br />There being no one to speak to this issue, Mayor Dietz closed the public hearing. <br />Moved by Councilmember Wagner and seconded by Councilmember Westgard to <br />adopt Ordinance 22-03 amending the 2022 Master Fee Schedule, of the City of Elk <br />River, Minnesota, City Code. Motion carried 5-0. <br />Moved by Councilmember Westgaard and seconded by Councilmember Wagner <br />to adopt Resolution 22-10, A Resolution of the City of Elk River Approving Notice <br />of Summary Publication of Ordinance 22-03 An Ordinance Amending the 2022 <br />Master Fee Schedule. Motion carried 5-0. <br />7.2 County Road 33 Trail <br />Mr. Hecker presented the staff report. <br />Mayor Dietz opened the public hearing. <br />Mary Stewart, 20572 Ulysses St, expressed concern about bicycle safety and was in <br />favor of a trail along the north side of the road. <br />Russel Kostreba, on behalf of Roger Kostreba, 20573 Quincy St NW, recommended <br />the city grade the trail for future use. <br />Ryan Kostreba, 21404 Jarvis St NW, expressed concern about the cost of the trail. He <br />believes it should be paid for from the city budget and not franchise fees. <br />Rudy Stanley, 20464 Vance St, was not in favor of adding a trail as there are more <br />populated areas in Elk River that would benefit from other connections. <br />David Sorenson,10890 205`s Ave NW, is pleased the county will be improving the road. <br />If a trail is added, he requested a barrier to replace any trees taken out to protect his <br />house. He also requested the trail not go past his window to maintain privacy <br />Mark Lea,10934 205`s Ave NW, was not in favor of the trail due to increase in traffic, <br />losing his property, losing a barrier, and privacy. <br />Tom Lane, 11076 205`s Ave NW, was concerned about the road and trail moving closer <br />to his house as well as increased traffic in the area. <br />Mr. Portner read other public comments that were sent to city staff via email and entered <br />into the record. <br />0 Mayor Dietz closed the public hearing. <br />pIrEIII I <br />NATUREJ <br />
