City Council Minutes Page 4 <br />February 7, 2022 <br />----------------------------- <br />There was a lengthy discussion regarding the road/trail structure, lighting, and costs. <br /> <br />David Roedel, County Engineer, was present to answer questions regarding the <br />structure and lighting. <br /> <br />Councilmember Westgaard stated now is the time to design and figure out how the city <br />would want the trail along this corridor, but also stated there is a lot more discussion that <br />needs to happen and more public input before the decision needs to be made. <br /> <br />Councilmember Wagner added there are many layers to this project. She would like to see <br />more transparency with the project. Then she stated there are too many unanswered <br />questions to be able to support it right now and agrees it should be budgeted in the <br />planning process. <br /> <br />Councilmember Christiansen stated he was not against taking pedestrians off of the road, <br />but rather wondered if there were other connections that could take a higher precedent. <br /> <br />Tim Dolan, County Commissioner, clarified that the realignment of County Road 33 is <br />a county project, but the county saw that the trail was in the city plans and therefore the <br />county approached the city about the possibility of the trail project at the same time as the <br />road project. <br /> <br />Councilmember Beyer stated he understands it is part of the master plan, but questions <br />the timing and cost. He wondered about other funding and also how the trail would be <br />maintained. <br /> <br />Mayor Dietz said he would not be in favor of increasing the franchise fee. He thinks this <br />is ahead of its time and he will not support it. <br /> <br />Councilmember Wagner explained that this project has more of a regional emphasis than <br />municipal. <br /> <br />There was continued discussion if there would be a possibility acquiring what was needed <br />to be acquired for a future trail and what that would entail and costs <br /> <br />Mr. Roedel answered questions according the plans they provided. <br /> <br />Mayor Dietz asked when a final decision is needed. Mr. Roedel answered they would need <br />an answer in a month or so to go forward. <br /> <br />Mayor Dietz clarified the date, by March 15. <br /> <br />Mr. Dolan stated they will be doing the road project regardless. The county does not <br />weigh one way or another with the trail project. The county is just advocating for a time- <br />line. <br /> <br /> <br />
