Presentations, Awards, and Recognition <br />There were no presentations, awards, or recognition. <br />7.1 Easement Vacation: Public Utility & Drainage, Bruce Rahn, 13665 <br />185"' Avenue <br />Mr. Leeseberg presented the staff report. <br />Mayor Dietz opened the public hearing. <br />Jerry Waite, 13679 185t' Avenue, stated he lives next to this property and the Rahn's <br />are aware of the easement and its daily use as a driveway for years. He stated he <br />purchased his lot with the intention of subdividing it and needs the access for the <br />new lots. He is willing to purchase the property or have the easement narrowed to <br />thirty -three-foot wide. He thought there was an easement across his property, but it <br />has not been located and once this matter is settled, he will grant easement to the <br />property (13701 185`' Avenue) on the other side of him so they can use it as for <br />access as well. <br />Mayor Dietz directed staff to investigate the option of narrowing the easement to <br />thirty -three-foot. <br />Councilmember Westgaard questioned the length requirements of an easement if the <br />City would be installing a public right-of-way that is going to access multiple lots, <br />noting a thirty -three-foot easement is typically provided only to one property owner <br />for single use access. Mr. Leeseberg stated city standards for right-of-way width are <br />typically in the sixty -foot range to accommodate road width, drainage and utilities, <br />and snow storage for a public road. <br />Alice Waite, 18560 Naples Street, questioned how much land she would lose if the <br />city installed a street. Mr. Leeseberg stated Ms. Waite would not lose any land as the <br />easement is not on property. <br />Pat Briggs, 19022 Freeport Street, questioned if the surrounding properties would <br />be landlocked by the vacated easement.
