JESSICA COOK <br />FINANCIAL ANALYSIS <br />Jessica is an Economic Development Advisor on our Minnesota team and also manages <br />Ehlers' team of financial planning consultants. In her economic development role, Jessica <br />assists Minnesota communities with pro forma analysis, developer roundtables, feasibility <br />analysis for small area plans, and developer fee analysis. She also leads our Fiscal <br />Consultants in developing long-term financial management plans, TIF management plans, <br />and utility rate studies. Jessica is well known and highly regarded for her ability to <br />communicate the policy implications of project financing and rate setting, helping the <br />clients she serves make sound and objective decisions.
