Project Approach <br />Proposed conceptual level improvement alternatives will be developed and analyzed to provide conceptual level <br />recommendations for future water and municipal sewer improvements based on land use and growth projections. <br />WSB will study and evaluate municipal sewer and water improvements to serve the northeast area of the city which <br />encompasses approximately 2,000 additional acres. We will use the City's existing water distribution system model <br />to model and determine the trunk watermain sizes and routes that are needed to serve this proposed development <br />area. The development of a new water distribution system model is not included in this proposal but can be provided <br />for additional fees if requested. Based on information received from the City, it us our understanding that a trunk <br />sanitary sewer interceptor line will be routed from the Northeast Elk River Urban Services Expansion Area to the <br />City's wastewater treatment plant without entering the City's existing municipal sewer collection system. Therefore, <br />no sanitary sewer modeling of the City's existing municipal sewer system is included in this proposal other than <br />performing hydraulic calculations to determine the size of the proposed trunk sanitary lines within the development <br />and the downstream sewer interceptor line that is routed to the wastewater treatment plant. Both gravity trunk sewer <br />main and lift station alternatives will be developed for the municipal sewer system analysis. <br />THE PROPOSED SCOPE OF SERVICES INCLUDES THE FOLLOWING SERVICES: <br />1. Provide project management and coordination water and sewer improvement alternatives. <br />with City Staff. <br />2. Attend one (1) kick-off meeting with City Staff to <br />review the existing municipal water and sewer <br />systems, planned development, future zoning <br />classifications, future growth projections, and <br />proposed alternatives to be evaluated. <br />3. Provide full analysis of existing municipal sewer <br />and water systems in the northeast area and <br />existing system routing to the wastewater <br />treatment plant, existing wells, and storage <br />tanks. A spreadsheet will be used to sum -up the <br />projected wastewater flows and size the future <br />trunk sewer lines. A capacity analysis of the <br />water system will be performed to assess the <br />need for future wells/storage tanks to serve the <br />proposed urban service area. The City's existing <br />water distribution system model will be used to <br />determine and size the trunk watermains needed <br />to serve the proposed development with potable <br />water from the City's existing water distribution <br />system. <br />4. Prepare conceptual level Opinion of Probable <br />Construction Costs for proposed municipal <br />5. Include a financial impact analysis and provide <br />recommendations for funding. This analysis will <br />include attending meetings, data gathering and <br />analysis, reviewing and verifying programmed <br />improvements, analyzing prior methodologies and <br />existing connection fees, and developing potential <br />new assessment amounts for the proposed <br />development. Additional financial analysis services <br />can be provided if requested as identified in the <br />Consultant Cost section. <br />6. Prepare a draft report, including preliminary design <br />layout(s) (GIS map figures) of the proposed water <br />and sanitary sewer improvement alternatives, <br />flow capacity and associated development <br />acreage for each alternative, and conceptual level <br />construction costs for each alternative. If these <br />recommendations include trunk area assessments <br />(or any private property assessments) the report will <br />be prepared in a way to meet the requirements of <br />Minnesota Statute 429 and be signed by a licensed <br />engineer in the state of Minnesota. <br />7.
