(WSB) is pleased to provide you with this proposal to provide professional <br />engineering and financial analysis services for the proposed Northeast Elk River Urban Service Expansion <br />Study. The City's desire to complete this study is a direct reflection of your commitment to the continued <br />growth and health of your community. In order to ensure a successful and viable study, WSB will provide the <br />following benefits to the City of Elk River: <br />A Fresh Approach to Analyzing Your Municipal Water and Sanitary Sewer Systems 1, WSB will bring a fresh <br />perspective to the project and to the City of Elk River. Our team of innovative and experienced staff will <br />approach this project from an entirely new standpoint with an eye toward thoughtful analysis while using our <br />vast experience to provide the best overall value to the City. <br />Extensive Metropolitan Area Experiencc We believe this project requires a team that has extensive <br />metropolitan area water and municipal sewer system planning experience. The WSB team proposed for this <br />project includes staff that have completed major water and sewer system studies for 23 communities in the <br />Seven -County Metropolitan Area (please refer to the Proposed Project Team and Experience section on Page <br />6 of the proposal for a complete list of these communities). We have also included a financial analysis firm, <br />Ehlers & Associates, on our Team to assist with the financial analysis for the study. The team provides a high <br />level of expertise across the board. <br />Strong Project Manayeri�r c and QualityContrc This project will be managed and performed by <br />personnel who are experienced in completing projects on time and within an established budget, while fully <br />addressing the project scope and the City's goals. Our staff is equipped with the necessary skills and tools to <br />deliver a Northeast Elk River Urban Service Expansion Study that exceeds the City of Elk River's expectations. <br />In summary, we are pleased to offer the City of Elk River a strong project team that is experienced in <br />developing successful municipal water and sewer expansion studies at a fair and reasonable cost.
