UTILITIES COMMISSION MEETING <br />TO: FROM: <br />ERMU Commission Tom Sagstetter Conservation & Key Accounts Manager <br />MEETING DATE: AGENDA ITEM NUMBER: <br />January 11, 2022 6.1e <br />SUBJECT: <br />Staff Update <br />ACTION REQUESTED: <br />None <br /> <br />DISCUSSION: <br />In the last 30 days, the level two charger located downtown had 12 sessions and <br />provided customers with 104 kWh. The DC fast charger at the Coborns fuel station had <br />56 sessions and provided 738 kWh. The charger in the ERMU/City Hall parking lot had 8 <br />sessions and provided customers with 275 kWh. There was a total of 87 charging <br />sessions and 1,117 kWh of green energy provided over the last 30 days. <br /> <br />The Enel X Juice Box EV charger in Otsego is installed but is still waiting for the 5G <br />cellular communications upgrades. Currently it is not available for public charging. <br /> <br />The Minnesota Department of Commerce (DOC) has issued some guidance for <br />exempting energy sales for charging electric vehicles (EV) from the calculation of the <br />annual energy savings requirement. This will impact how ERMU calculates its sales <br />within the Conservation Improvement Program (CIP). One of two methods will be used <br />to determine the total exempted sales. The first utilizes actual meter data obtained <br />through the billing process. The second method utilizes the Department of Motor <br />Vehicle registration data for EVs in a utilitys service territory multiplied by an annual <br />estimate of kWh that an EV consumes (Deemed Savings). In order to utilize the second <br />method, the utility must verify that the EV is using electric energy and that the utility <br />has a program to deter the customer from charging at peak times. The method to be <br />used will be determined by the DOC and interested stakeholders in the coming months. <br /> <br />There are two other DOC work groups that are evaluating how to incorporate Energy <br />Efficiency Fuel Switching, and Load Management program changes that were past as <br />part of the Energy Conservation and Optimization Act. These two work groups are much <br />larger and will have far greater impact on the future of CIP. The final Guidelines are <br />scheduled to be released by the DOC deputy commissioner by March 15, 2022. <br /> <br />______________________________________________________________________________ <br />Page 1 of 2 <br />137 <br />
