<br />Elk Path Business Center Third Addition/P 05-14 <br />September 6, 2005 <br /> <br />Page 2 <br /> <br />120-day Rule <br /> <br />Per Minnesota Statute 15.99, the City has until November 22 to take action on the preliminary <br />plat. <br /> <br />Analysis <br /> <br />Target Corporation proposes to create a 24.73-acre parcel in the southwest corner of Elk Path <br />Business Center. The parcel is located east of Pinewood Golf Course and in the northeast <br />corner of the intersection of Waco Street and County Road 30. <br /> <br />The preliminary plat is comprised of a single lot with the remainder of the property being platted <br />as an oudot. The proposed lot exceeds the minimum standards of the Business Park District for <br />lot area and lot width. <br /> <br />Grading. Drainage and Utilities <br /> <br />The grading, drainage and utility issues are oudined in the City Engineer's memo dated August <br />16, 2005. Of specific note is the need for a large storm pond, as there is no storm sewer that <br />oudets from the development. The storm ponding will need to be large enough to meet the <br />City's drainage requirements. <br /> <br />Access <br /> <br />The preliminary plat indicates that a short portion of 182nd Avenue east of Waco Street will be <br />plat. The Council will note that in the final plat, this section of street has been eliminated due to <br />the uncertainty of the Pinewood 2nd Addition Plat. Since the Technology Center will have only <br />10-20 employees and receive very few deliveries, staff believes that a private driveway from <br />Waco Street will be sufficient to serve the Center. If, in the future, the building is converted to a <br />more intensive use, access to an internal street system will be explored. <br /> <br />The City Engineer and the County note that limited access will be required adjacent to County <br />Road 30. <br /> <br />Park Dedication <br /> <br />The Parks and Recreation Commission reviewed this plat and have requested a 15 foot trail <br />easement along the County road right of way in order to have adequate space for construction of <br />an off-street trail. The applicant will be required to provide cash to meet park dedication <br />purposes. <br /> <br />Planning Commission Action <br /> <br />The Planning Commission conducted a public hearing regarding this request at its August 23 <br />meeting. No one spoke for or against the preliminary plat.
