<br />RIVERSIDE <br /> <br /> <br />COMPANIES <br /> <br />TTTTTTTTTTT <br /> <br />TTTTTTTTTTT <br /> <br />Riverside Development Company <br />Pioneer Investments, LLC <br />Le Development, LLC <br /> <br />Phoenix Enterprises, LLC <br />CR Development, LLC <br />RAe Development Company <br /> <br />August 17, 2005 <br /> <br />City Council Members <br />TIle City of Elk River <br />13065 Orono Parkway <br />Elk River, MN 55330 <br /> <br />RE: Eagles Marsh Development Project <br /> <br />Dear Council Member, <br /> <br />III 2001 the City of Elk River needed a new water tower site and the liked the one we had <br />because the elevation of the property allowed them to build it to the "design elevation" and build <br />50 feet less tower because the land was 50 feet higher then the other site the City was looking at. <br />We had to do a complete preliminary design with ellgineering for the entire site as the tower was <br />going to be used to service land to the north (Gold Nugget Project) and land to the south (Park <br />Point). We also had to plat the street for the water main, and because the sanitary sewer l1eeded <br />lower than the water main we had to install the sanitary sewer prior to installing the water main. <br /> <br />OUf original intentions were to wait and subdivide the property in 2005 or 2006. OUf sanitary <br />sewer was to come from the north, but the sewer line was not installed until late 2004. We are <br />now ready to subdivide tIle property and have found that we have gone past three years from Ollf <br />illitial approval. We would have to go through the entire preliminary process again unless the <br />cOllncil grants an extension, which they are authorized to do.
