City staff also indicated that they would prefer to have 182nd Street extended into the Elk Path Business Park north of the Target site, and to have Target take their access from 182nd as opposed to coming directly off of Waco VJith a private driveway. Target "Will petition to have the Waco Street and 182nd Street roadway improvement project implemented simultaneously with their project so that the utilities and roadways "r:ill be in-place for the Technology Center project as it is completed. Target may elect to waive the public assessment hearing if the price of the project is reasonable. They would then eA"pect to pay their portion of the cost of the road through Chapter 429 assessment.
