<br />ADDENDUM II TQ;;;ZeNING ORDINANCE <br /> <br />",-- <br /> <br />SECTION 1.0 STATUTORY AUTHORIZATION, FINDINGS OF FACT AND PURPOSE <br /> <br />1.1 Statutory Authoriztion The Legislature of the State of Minnesota <br /> <br />has in Minnesota Statutes 1969, e. 104, and <br /> <br />" 462" <br /> <br />~elegated the responsibility to local governmental units to adopt <br /> <br />regulations designed to minimize flood losses. Therefore, the <br /> <br />City Council <br />(governing body) <br /> <br />of The City of Elk River Minnesota do ordain as follows: <br />(local unit) <br /> <br />1.2 Findings of Fact <br /> <br />1.21 The flood hazard areas of "Elk River" ,Minnesota, are <br />(local unit) <br />subject to periodic inundation which may result in potential loss <br /> <br />of life, loss of property, health and safety hazards, disruption <br /> <br />of commerce and governmental services, extraordinary public <br /> <br />expenditures for flood protection and relief, and impairment of <br /> <br />the tHX base, all of which adversely ijffect the public health, <br /> <br />safety and general welfare. <br /> <br />1.22 Methods Used to Analyze Flood Hazards. This Ordinance is based <br /> <br />upon a reasonable method of analyzing flood hazards which is <br /> <br />consistent with the standards; established by the PIinnesota <br /> <br />Department of Natural Resources. <br /> <br />1.3 Statement of Purpose. It is the purpose oJl this Ordinance to promote <br /> <br />the public bealth, safety and general welfare and to minimize those <br /> <br />losses described in Section 1.21 by provisions contained herein. <br />
