<br />(b) Licenses shall be granted o~ly to establishments which can meet the safety <br /> <br />and sanitary requirements of the City Council and of the Building Code <br /> <br /> <br />regulations of the City of Elk River and State of Minnesota. <br /> <br /> <br />(c) It shall be grounds for denial of the license application if there is <br /> <br /> <br />any fraud or deception involved 1n the license application. <br /> <br />(d) It shall be grounds for denial of the application if the applicant or <br /> <br />persons in his employ are not complying with or have a history of <br /> <br />violations of state laws and local ordinances that relate to health, <br /> <br />safety or moral turpitude. <br /> <br />(e) A license shall not be granted to a person of bad repute or to a <br /> <br />partnership or corporation who has in its employ or is owned by any <br /> <br />persons of bad repute. <br /> <br />(f) Such establishments shall provide adequate refuse receptacles which shall <br /> <br />be emptied as required. <br /> <br />(g) It shall be grounds for rescinding a license granted to any person, <br /> <br />partnership or corporation under this ordinance if they fail to comply <br /> <br />with any of the ordinances of the City of Elk River or statutes of the <br /> <br />State of Minnesota~ <br /> <br />(h) It shall be grounds for rescinding a license granted to any person, <br /> <br />partnership or corporation under this ordinance if the owner, manager, <br /> <br />lessee, or any of the employees is found to be in control or possession <br /> <br />of any alcoholic beverages or narcotic drugs and controlled substances <br /> <br />on the premises, possession of which is illegal as defined by Minnesota <br /> <br />Statutes or Elk River City Ordinances. <br /> <br />(i) It shall be grounds for rescinding of a license if the owner, manager, <br /> <br />lessee or any of the employees is convicted of any ordinance or state <br /> <br />statute violation arising within the business establishment to which <br /> <br />9. <br />
