The Chief of Police and ,other <br /> <br />department heads consulted shall submit their reports and <br /> <br />recommendations to the City Council. <br /> <br />(2) The, City Council shall, upon receipt of the recommendations required <br /> <br />in subparagraph 1, afford the applicant and all interested <br /> <br />parties a public hearing, and shall consider the standards contained <br /> <br />in Section 19.06 of this chapter. The Council shall also have the <br /> <br />discretion to consider in granting, denying or renewing the license, <br /> <br />any reasonable fact or circu~stance relating to the public health <br /> <br />safety and welfare; including but not limited to the following: <br /> <br />i. The character and suitability of the area or neighborhood in <br /> <br />which the licensed premises is to be located; <br /> <br />ii. The proximity of the site for the sauna or massage parlor to <br /> <br />churches, schools, playgrounds parks or other community facilities <br /> <br />adversely affected; <br /> <br />iii. Numbers and proximity of existing sauna or massage parlors <br /> <br />so as not to cause excessive concentration in an area or <br /> <br />, neighborhood; <br />iv. Traffic congestion and parking problems; and <br /> <br />v. Reasonably anticipated likelihood of excessive noise, <br /> <br />disturbances or fighting by persons in or about the sauna or massage <br /> <br />parlor. <br /> <br />(3) The Council may deny an application for renewal, or grant a license <br /> <br />on the basis of a determination that the public health, safety or <br /> <br />welfare would be otherwise adversely affected, taking into account <br /> <br />one or more of the facts or circumstances in paragraph. <br /> <br />(4) The public hearing herein required shall be held by City Council <br /> <br />7. <br />
