<br />(a) Saunas and/or massage parlors shall not discriminate on grounds of race, <br /> <br />creed, color, sex, national origin or ancestry in performing services <br /> <br />offered by the licensed establishment. <br /> <br />(b) Whenever a massage is given it shall be required by the masseur or <br /> <br />masseuse that the person who is receiving the massage shall have his <br /> <br />or her buttocks, anus and genitals covered with an appropriate non- <br /> <br />transparent covering. <br /> <br />(c) Any masseur performing any massage shall at all times have his anus, <br /> <br />buttocks and genitals covered with a non-transparent material. <br /> <br />(d) Any masseuse performing any massage shall at all times have her breasts, <br /> <br />buttocks, anus and genitals covered with a non-transparent material. <br /> <br />(e) No person shall engage ~n providing services as a masseur or masseuse <br /> <br />, <br />without being licensed by the City Council of the City of Elk River. <br /> <br />(f) No sauna and/or massage parlor for which a license has been granted by <br /> <br />the City shall be open for business unless and until all masseurs or <br /> <br />masseuses employed in the business have first complied with the licensing <br /> <br />requirements of this chapter. <br /> <br />(g) Any person acting as a masseur or masseuse in a sauna or massage parlor <br /> <br />shall have his or her license displayed in a prominent place on the <br /> <br />licensed premises. <br /> <br />(h) Only a licensed masseur shall be allowed to massage male customers and <br /> <br />only a licensed masseuse shall be allowed to massage female customers. <br /> <br />(i) A license for a masseuse or masseur may be denied or rescinded upon any <br /> <br />one of the following grounds: <br /> <br />(1) Fraud or deception in the license application. <br /> <br />(2) Applicant/licensee has a history of violations of laws and ordinances <br /> <br />that apply to health, safety or moral turpitude. <br /> <br />15. <br />
