He stated ordinance <br /> requires a total of 63 trees,including a mix of overstory, evergreen, and ornamental <br /> varieties as well as allows native grass areas to satisfy up to half of the landscaping <br /> requirements. Therefore,the proposed plan will satisfy the city's landscaping <br /> requirements. <br /> Chair Larson-Vito opened the public hearing. <br /> There being no one to speak, Chair Larson-Vito cl ublic hearing. <br /> Commissioner Rydberg asked about waiving the curb and gutter requirements. He <br /> recalled the City Council has waived those requirements in certain cases. <br /> Mr. Carlton explained the applicant is requesting to have that requirement waived by <br /> the City Council and staff supports the request as this is a large agricultural facility in <br /> a rural location. They would maintain/install curbing at vehicular and pedestrian <br /> areas such as where sidewalks meeting parking areas. <br /> Chair Larson-Vito noted specific conditions for this were not included and asked if <br /> they would be presented at the City Council meeting. <br /> Mr. Carlton stated those would be reviewed by the City Council. <br /> Commissioner Rydberg noted the property is in a private, rural area and there is not <br /> much pedestrian..taff� ,,,,; <br /> Moved by Commissioner Beise and seconded by Commissioner Keisling to <br /> recommend approval of the request by Cargill Animal Nutrition Center for an <br /> Agricultural Research Facility with the following condition: <br /> 1.
