<br />Request for Action <br /> <br /> <br /> <br /> <br /> <br />To Item Number <br />Mayor and City Council 4.13 <br />Agenda Section Meeting Date Prepared by <br />Consent December 20, 2021 Michael Hecker, Parks and Recreation Director <br />Item Description Reviewed by <br />Professional Service Agreement Amendment Cal Portner, City Administrator <br />for Trott Brook Park Tennis Court <br />Reviewed by <br /> <br /> <br />Action Request <br />Approve, by motion, the professional services agreement amendment of $8,830 with SRF for the Trott Brook <br />Park Tennis Court Redevelopment. <br /> <br />Background/Discussion <br />On July 19, 2021, City Council approved North Valley Inc. to complete construction of the basketball court at <br />Country Crossing Park for $112,584.32. Supply chain issues with the basketball backstops caused this project to be <br />delayed until 2022. SRF Consulting was hired in April to complete the basketball court and reconstruction of Trott <br />Brook Park Tennis Court. <br /> <br />We only received two quotes for the tennis and basketball court projects last summer. The tennis court quotes <br />were more than $50,000 higher than estimated costs and exceed $175,000 therefore, requiring competitive bidding. <br />Since the quotes came in high and it will take a minimum of one month to complete, the Parks Commission <br />recommended in July to not proceed and formalize the bids this winter. <br /> <br />The complexities of the Trott Brook Park tennis court project required SRF to complete soil borings and design <br />work to determine exact quantities of soil granules and geotextile fabric required to stabilize a new tennis court <br />installation. The proposed amendment includes revising plans to add court lighting as an alternate bid item, <br />(recommended by the HOA board) assistance with bidding and in-construction services. The revised plans also <br />include pickleball striping and the USTA court slope specification between 0.833% and 1%. <br /> <br />Financial Impact <br />The SRF professional services agreement amendment of $8,830 will be paid for from the Park Improvement <br />Fund.
