<br />Request for Action <br /> <br /> <br /> <br /> <br /> <br />To Item Number <br />Mayor and City Council 4.11 <br />Agenda Section Meeting Date Prepared by <br />Consent December 20, 2021 Lauren Wipper, Human Resources Manager <br />Item Description Reviewed by <br />2022 Compensation Plan Cal Portner, City Administrator <br />Reviewed by <br /> <br /> <br />Action Requested <br />Adopt, by motion, a resolution approving the 2022 Compensation Olan for Non-Organized Employees. <br /> <br />Background/Discussion <br />Attached is the 2022 Compensation Plan for Non-Organized Employees. Changes include: <br /> Budgeted for 2022 and reflected in item #1 and the Pay Plan on the final page of the document. It is also <br />reflected in pay for paid on-call firefighters and police reserves. <br /> The wastewater operator pay structure is being changed to allow a non-certified operator to move through <br />the pay steps up to step D. <br /> Part-time cablecaster position is removed as we no longer have this position. <br /> There are a number of pay changes in the part-time, seasonal, and temporary park and recreation and <br />public works pay schedule. Just as everyone nation-wide, we continue to struggle to fill these positions. <br />Each division worked diligently to redesign structure and researched pay rates to accommodate our needs <br />as well as provide fair and equitable compensation. <br /> We have had perhaps even more trouble recruiting part-time liquor store clerks. Again, staff researched <br />structures and pay and developed a plan that increases the starting rate and moves the employee to the <br />next step in six months. Thereafter, step increases will be provided on each anniversary until they reach the <br />top. The same structure will be followed for delivery drivers. <br /> Flexible Benefits Plan contribution – Approved at the November 15, 2021, Council meeting. <br /> LELS 501 (Captains) was added as a recognized union. <br /> <br />Financial Impact <br />All the compensation plan costs are accounted for in the approved 2022 budget. <br /> <br />Mission/Policy/Goal <br />Ethical, efficient, and responsible.
