<br />Request for Action <br /> <br /> <br /> <br /> <br /> <br />To Item Number <br />Mayor and City Council 4.6 <br />Agenda Section Meeting Date Prepared by <br />Consent December 20, 2021 Lauren Wipper, Human Resources Manager <br />Item Description Reviewed by <br />International Union of Operating Engineers Cal Portner, City Administrator <br />Local No. 49 Master Labor Agreement for <br />Reviewed by <br />January 1, 2022, to December 31, 2024 <br /> <br /> <br />Action Requested <br />Approve, by motion, the Master Labor Agreement (Contract) between the City of Elk River and the International <br />Union of Operating Engineers Local No. 49 for January 1, 2022, to December 31, 2024. <br /> <br />Background/Discussion <br />City staff reached an agreement with the public work’s labor union (Local 49). The agreed to provisions of the <br />contract are consistent with previous council discussions. The new terms are as follows: <br /> <br />Grievances The number of days to respond to or appeal a grievance has changed from 15 days to 12 days. <br />Overtime Vacation leave and compensatory time taken have been included as hours that count toward <br /> overtime. Overtime work will be distributed based on seniority. <br />Uniforms Uniform allowance will increase by 3% each contract year. The city will reimburse employees <br /> the cost of the city logo embroidery. Required condition of uniforms has been defined. <br />Vacation Newly hired employees and eligible employees who so choose will follow the new vacation policy <br /> which is consistent to the policy in the city’s Personnel Policy Manual. <br />CPF Employee contribution is increasing from $0.25 to $1.00 per hour worked being contributed to the <br /> Central Pension Fund. <br />Wages Wages will increase 3% for 2022 and for 2023 and 2024 will increase the same amount as provided <br /> to non-union employees or 2.75%, whichever is higher. <br /> <br />Financial Impact <br />Costs for 2022 are included in the 2022 budget.
