<br />The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness, exceptional <br />service, and community engagement that encourages and inspires prosperity <br />Request for Action <br /> <br /> <br /> <br />To <br />Parks and Recreation Commission <br />Item Number <br />8.4 <br />Agenda Section <br />Action Item <br />Meeting Date <br />December 8, 2021 <br />Prepared by <br />Michael Hecker, Parks and Recreation Director <br />Item Description <br />Park Dedication Funds for County Road 33 and 44 <br />Trails <br />Reviewed by <br />Cal Portner, City Administrator <br />Reviewed by <br /> <br /> <br />Action Requested <br />Discuss using Park Dedication Funds for County Roads 33 and 44. <br /> <br />Recommend or reject, by motion, CR33 and CR44 trails for local cost share. <br /> <br />Background/Discussion <br />At the November meeting, the Commission was informed that Sherburne County’s current 5-year Capital <br />Improvement Program includes the reconstruction of County Roads 33 and 44 (CR33 and CR44). <br /> <br />Road construction and reconstruction projects provide the most efficient opportunity to acquire right-of-way, <br />design and connect trail networks because all of the engineering equipment mobilization is done at the same time <br />and because roads typically last 40-50 years before major reconstruction occurs again. <br /> <br />The Commission-approved Master Trail Plan includes trails for both roads. <br /> <br />Sherburne County has approved a cost participation match for road improvements which provide benefit to the <br />city mobility network. <br /> <br />On November 10, the Commission indicated they needed additional time to discuss the trail costs. On <br />November 15, the City Council was informed of the county road reconstruction timeline and deferred the <br />discussion to the Parks Commission for recommendations. <br /> <br />The Council and County Board met jointly on July 12, 2021, in which construction timing of CR33 was <br />discussed, however there was no discussion regarding CR44 or trails for either. <br /> <br />The county held a virtual public engagement session, inviting property owners impacted by the CR33 <br />realignment. They indicated the 16 participants were supportive of a trail connection. <br /> <br />Mayor Dietz asked if state or federal grant funds would be available for the project. The public works director <br />indicated the CSAH12 Transportation Alternative Grant request did not score high enough for funds. A major <br />factor is how the project connects people to specific destinations and he believes this trail fare worse in <br />consideration.
