<br />Request for Action <br /> <br /> <br /> <br /> <br /> <br />To Item Number <br />Mayor and City Council 4.5 <br />Agenda Section Meeting Date Prepared by <br />Consent December 6, 2021 Lauren Wipper, Human Resources Manager <br />Item Description Reviewed by <br />Master Labor Agreement with Law Cal Portner, City Administrator <br />Enforcement Labor Services Local 271 <br />Reviewed by <br /> <br /> <br />Action Requested <br />Approve, by motion, the Master Labor Agreement (Contract) between the City of Elk River and Law <br />Enforcement Labor Services (LELS) Local #271 for January 1, 2022, to December 31, 2024. <br /> <br />Background/Discussion <br />City staff negotiated an agreement with the police sergeant’s labor union (LELS #271). The agreed-to provisions <br />of the contract are consistent with previous Council discussions as well as with other labor agreements and city <br />policies. The new terms are as follows: <br /> <br />Shift Differential Increased from $0.50 to $0.75. <br />Uniforms Allowance decreasing from $945.00 to $700.00. The city will purchase Load Bearing Vests. <br /> Detectives shall receive the full $700.00 as reimbursement, changed from 75% of <br /> allowance. <br />Sick Leave - Added language to allow for the use of sick leave for additional bereavement time. <br /> - Employees will continue to earn 12 days of sick leave per year until they accumulate a <br /> bank of 960 hours. They will then earn eight days per year. At this accrual rate once each <br /> year half of their accrued sick leave for the year will be paid into the employee’s Post <br /> Employment Health Care Savings Plan (HCSP). <br />Holidays If Juneteenth is included as a state holiday by statute, it will be included as a holiday in this <br /> contract. <br />On-Call Added language to be consistent with practice. <br />Mileage Added language to be consistent with practice. <br />Wages 3% general increase January 1, 2022, 2.5% general increase January 1, 2023, 2.5% general <br /> increase January 1, 2024. July 1 of each year lookback to top 30% of peer cities retro to <br /> January 1 of that year. <br />Health Care Savings Employee contributes 4% of base salary each payroll. All comp time, vacation time, holiday <br /> pay, and sick severance paid out at separation into HCSP. <br /> <br />Financial Impact <br />The January 1, 2022, general increase is included in the 2022 proposed budget. The cost of load bearing vests is <br />offset by the reduction in annual uniform allowance.
