<br />electrical, sewer, and water supply systems to De located in the floodplain districts <br />.hall be designed and constructed in a manner to minimize or eliminate flood damage. <br />ewer and water supply systems shall be designed to minimize infiltration by flood <br />waters. <br /> <br />902.28 - Mobile Homes and Mobile Home Parks. <br /> <br />1. New mobile home parks and expansions to existing mobile home parks shall be <br />subject to the restrictions placed on subdivisions by Section 902.24 of this <br />ordinance. <br /> <br />2. A mobile home on a permanent site in an existing mobile home park may be <br />replaced if the site is located in a Flood Fringe District. Replacement of mobile <br />homes that lie below the regulatory flood protection elevation shall be anchored <br />by tiedowns that comply with the requirements of Minnesota Statutes, Chapter 327.32. <br /> <br />902.30 - Conditional Use Permit Review. <br /> <br />. <br /> <br />1. General Provisions. Applications for conditional use permits shall be reviewed <br />by the Planning Commission and the City Council in the same manner and according <br />to the same procedures as other conditional use permit applications received under <br />the Zoning Ordinance of the City of Elk River. No conditional use permit shall <br />be issued unless the applicant, in support of his application, shall submit <br />certified engineering data, surveys, site plans, flowage calculations, and other <br />information as the City may require in order to determine the effects of such <br />development on the affected land and water areas, including, without limitation. <br />the following: <br /> <br />a. Plans in triplicate drawn to scale showing the nature, location, <br />dimensions, and elevation of the lot, existing or proposed structures. fill, <br />storage of materials, floodproofing measures. and the relationship of the <br />foregoing to the location of the channel. <br /> <br />b. A typical valley cross-section showing the channel of the stream, elevation <br />of land areas adjoining each side of the channel, cross-sectional areas to <br />be occupied by the proposed development and high water information. <br /> <br />c. Surface view plans showing elevations or contours of the ground; pertinent <br />structure, fill or storage elevations; size, location and spatial arrangement <br />of all proposed and existing structures on the site; location and elevation <br />of streets, water supply and sanitary facilities. <br /> <br />d. Profile showing the slope of the bottom of the channel or flow line of <br />the stream. <br /> <br />e. Specifications for building construction and materials, floodproofing, <br />filling, dredging, grading, channel improvement, storage of materials, water <br />supply and sanitary facilities. <br /> <br />. <br /> <br />2. Notice to State. Upon filing of an application for a conditional use permit, <br />the Zoning and Building Administrator shall submit to the Commissioner of Natural <br />Resources a copy of the application for the proposed conditional use sufficiently <br />in advance so that the Commissioner will receive at least ten (10) days' notice <br />of the hearing.
