Planning Commission Page 3
October 26,2021
-----------------------------
Commissioner Keisling asked if there had been conversations with the gun club
regarding the relocation of the driveway.
Mr. Leeseberg stated the applicant has been in conversations with the gun club.
Mr. Carlton stated he has been having conversations with the resident directly across
from the gun club driveway entrance and they were unable to make the meeting
tonight. The resident had general questions regarding the projects and the driveway
location.
Chair Larson-Vito opened the public hearing. .40
Todd Olin with Landform spoke on behalf of the Pullar's. He stated they received
information from the Sherburne County Highway Department with respect to the
plat's proposed driveway location and found they would not allow two driveway
access points in such close proximity. The highway department recommended either
a turn lane be installed or recommended working with the gun club to determine if
they would be willing to combine driveways and repositioning the club's entrance. He
stated the gun club allowed them to come in and speak to their board regarding the
proposed plat and driveway relocation request. Mr. Olin indicated the club's vice-
chair and chair were present at tonight's meeting to hear the city's presentation. The
applicants are comfortable with the conditions outlined in the staff report and are
open to coordinating with the giro club to satisfy the requirements of the county. He
stated they still wished to proceed with the preliminary plat at this time.
Steve Pullar,20343 Meadowvale Road, resident of Elk River for 35 years and hasd
seen many changes in the area. He stated they would like to stay at the property and
retire and would like to work with the gun club with their plat. He stated they have
never complained about anything that has ihappened at the gun club and hoped they
could collaborate with them to agree on finding a resolution to proceed with the plat.
;< 'ommissioner Rydberg asked Mr. Pullar if they had considered any other uses for
this property and felt there would be a concern with noise mitigation, noting there
may be more complaints that could be heard in the future with the proposed plat.
Mr. Pullar expressed the same concerns for noise mitigation and noted the location
of these lots adjacent to a gun club will be explained to potential buyers before
purchasing.
Victoria Pall, 20301 Meadowvale Rd. NW, expressed concerns about people visiting
the gun club and wondered if the vehicles speeding on the gun club's dirt road could
be mitigated, noting there was dust kicked up from traffic. She stated she has talked
to the gun club numerous times about the speeders and dust, and they told her they
would talk to the members about speeding on their entrance road.
Mr. Leeseberg stated the proposed plat would require a bituminous surface into the
development and would create some dust during construction but would be
constructed to city road standards.
P
1-4A

AagwEeEo er
4AfURE
