The three parcels in Block 2 shall be shown as one outlot, to be consistent with the final plat. <br />2. Prior to recording the final plat, the north half of the plat shall be re -zoned to Business Park. <br />Background/Discussion <br />The subject property is comprised of two parcels (35.69 & 40 acres) <br />and is zoned Agricultural Reserve (AR). The City of Elk River is <br />requesting to subdivide the 75.69-acres of Cargill property into one - <br />buildable lot for immediate development as a substation for Elk River'. <br />Municipal Utilities, one outlot for future Business Park Development, - <br />and one oudot for continued use as agricultural research by Cargill. td CR 33 <br />The Business Park parcel will be owned by the city and will be <br />subdivided at a later date depending on the needs of the end user(s). �1 <br />The preliminary plat currently shows four buildable parcels (Lot 1, RR <br />Block 1 and Lots 1-3, Block 2). All of lot two should be platted as an <br />oudot to preserve flexibility for future development of the site. Three Hwy 10 <br />utility stubs will be constructed to preserve the option for three lots. - CR 12 <br />An Easement Vacation (EV 21-05) request will be reviewed by the City <br />Council on November 15, 2021, to remove a street, utility, and <br />drainage easement (Doc. No. 492131). A new roadway alignment will �a <br />be created with the proposed plat. <br />6y <br />Applicable Regulations <br />Preliminary Plat <br />City ordinance section 30-375 outlines the required findings for Figure i <br />approval of a Preliminary Plat. <br />9.
