We have reviewed the geotechnical <br />reports prepared by (}ME., Consultants, Inc. and American Engineering Testing, Inc. We are of <br />the opinion that subsoil conditions will require pilings for pool and building structuxes. <br />Pilings are mandatory when unstable and compressible soil conditions exist, l,ions Park has a <br />underlying strata of peat. This type of soil is very undesirable fbr the construction of permanent <br />buildings and pool vessels. This location would also require the installation of an extensive <br />drainage system under the pool vessel. Itigh grotmd water will cause a pool vessel to float out <br />of the ground. <br /> <br />BMCE has experience with piling and dewatering systems for FACs. A piling and dcwatering <br />system for the size of FAC recommended for Elk River would increase the project cost by about <br />$600,000. BMCE does not recommend placement of a FAC in such an area unless the <br />community has a preexisting facility in such a location or there are significant extenuating <br />circumstances. <br /> <br />We look lbrward to the opportunity to serve your Community on this important prqiect.
