<br />DeveloDment Standards <br /> <br />One issue that commonly arises during the Planning Commission workshop <br />discussions is the surprise or dissatisfaction of how a project may have been <br />completed or is not being completed. I think there are three things <br />happening here: (1) site plans presented to the Planning Commission/City <br />Council are sometimes "sensationalized" to give an effect that cannot be <br />accomplished in the real world; (2) possibly the standards the city has in <br />place are not meeting the city's goals or personal expectations; (3) some <br />projects are not being completed as presented to the Planning <br />Commission/City Council. The last item is an enforcement issue the <br />planning department will have to deal with more aggressively than we have <br />in the past. <br /> <br />The Commission and Council may wish to discuss this issue further to <br />reaffirm the city's current development pattern. <br /> <br />This issue has received a lot of discussion on the part of the Planning <br />Commission during their mobile workshop tours. Visiting developed sites is <br />an excellent means of understanding the transformation of a "paper plan" to <br />actuality. The Planning Commission has scheduled three mobile workshops <br />for 1998. If the City Council is interested in a similar workshop, this can be <br />arranged some time this summer. <br /> <br />Downtown Master Plan <br /> <br />Tuesday night the Planning Commission will be meeting with the HRA to <br />hear a presentation from a group from Monticello as they have recently gone <br />through a process to create a master plan of their downtown. Hopefully, <br />1998 will allow for serious strides to be made towards completing Elk River's <br />master plan. <br /> <br />Electronic Reader Boards <br /> <br />This is a topic that the Council wanted brought up at the joint meeting for <br />further discussion. Staff will try to have some information available at the <br />time of the meeting to assist with this issue. <br />
