Example: "Third Place"providing activity space for children <br />Support Outlot Development <br />Outlet development in underutilized parking areas helps <br />maximize development potential while decreasing the <br />visual impact of surface lots within commercial develop- <br />ment. Outlet development can help screen parking areas <br />and provide a more enclosed pedestrian environment. <br />It would also provide new opportunities for commercial <br />development along the primarily built out Highway 169 <br />corridor. <br />To promote outlet development, the city should review <br />and assess its land development regulations and elimi- <br />nate any barriers to the consolidation and development of <br />parking lots along the Highway 169 corridor. Barriers could <br />include onerous parking requirements, a lack of flexibility <br />for shared parking or off -site parking, or excessive setback <br />requirements. The city should also consider establishing <br />standards for outlet development that address the unique <br />needs of these types of buildings, including the need for <br />additional signage facing parking areas and right-of-ways, <br />and the need to accommodate service areas while mini- <br />mizing their visibility. <br />Elk River Comprehensive Plan • Economic Development Plan 55 <br />
