Establish Roadway/Sidewalk/ <br />Trail Network Connections <br />To promote connections between existing neighborhoods <br />and new developments, improve emergency service <br />response time, and reduce congestion at peak commute <br />travel times into and out of existing neighborhoods, the city <br />should establish a robust network of pedestrian and vehic- <br />ular connections. The city should consider establishing <br />subdivision regulations that require new developments <br />provide a minimum level of connectivity internally and <br />with adjacent neighborhoods. In addition, new develop- <br />ments should also provide connections to the existing trail <br />network following the Trails Master Plan and the Parks and <br />Recreation Master Plan. <br />The city should also consider establishing a street hier- <br />archy for subdivision streetscape elements that unify <br />future development. Requiring sidewalks with uniform <br />widths, parkways, and landscaping will improve connec- <br />tivity while enhancing aesthetic continuity between and <br />within neighborhoods. <br />Common Open Space <br />New developments in areas underserved by existing parks, <br />as identified in the Parks and Recreation Master Plan, <br />should also incorporate common open space to provide <br />passive or active recreation opportunities for residents. <br />Providing open space is especially crucial for new devel- <br />opment in the northern portion of the city, as much of this <br />area is outside of the city's neighborhood park service area <br />walkshed.
