Practice Conservation Design <br />Conservation design subdivision development, also known as cluster <br />development, is an approach to residential development that preserves <br />contiguous areas of open space and natural areas by clustering smaller <br />residential parcels on select areas of a site. The overall housing density <br />within the development remains the same, but the site design allows for <br />larger areas of open space to remain intact and used to preserve wetlands, <br />floodplains, or other natural features, and shared as neighborhood or <br />community parkland. The Housing Character Areas map identifies <br />wetlands and floodplain areas throughout the city. Residential parcels that <br />are within the Urban Service Area and the floodplain and wetland overlay <br />should be considered for conservation design. To encourage this type of <br />development, it is recommended that the city update its subdivision ordi- <br />nance to include provisions for the allowance of this type of development <br />for residential and commercial development as well as business parks, <br />where appropriate.
