The City of Elk River is comprised of historic residential neigh- <br />borhoods at its core, complemented by single-family subdi- <br />visions in the surrounding areas, and large lot rural housing <br />along the city's northern fringe. Downtown Elk River features <br />mixed use development, while multi -family development <br />occurs primarily adjacent commercial developments along the <br />Highway 169 corridor and near the Northstar Line rail station. <br />Although the city has a mix of housing types, recent housing <br />trends, including low vacancy rates, indicate Elk River has pent <br />up demand for additional housing. The Housing Plan provides <br />policies and recommendations that will enable the city to meet <br />this demand and foster greater housing choice. <br />The plan provides guidance on housing reinvestment that <br />enhances existing residential areas, emphasizes infill housing <br />opportunities within the current Urban Service Area, and <br />informs strategic conservation driven development of new <br />residential neighborhoods. Further, the Housing Plan builds <br />off of the Land Use Plan to ensure that growth and develop- <br />ment reflects the desired vision of the Elk River community. <br />The Housing Character Areas map identifies key areas in the <br />community where the city should prioritize investment, resi- <br />dential infill, and expand opportunities for new residential <br />development that provide a greater diversity of housing options <br />in the community. <br />Elk River Comprehensive Plan • Housing Plan <br />DIAM291WAR LVAl: LViTMi701WO <br />31 <br />
