Land Development Regulations <br />Development controls provide the legal framework to regulate the built environment. The City of Elk River's Land Develop- <br />ment Regulations are outlined in Chapter 30 of the city's Code of Ordinances. Article VI of the chapter establishes the city's <br />zoning regulations. Each property within the community is designated as one of the following base zoning districts. The <br />city has also established several overlay districts to further regulate areas of special interest. <br />Current Zoning <br />The following section summarizes the <br />various zoning districts and overlay <br />districts in Elk River's Code of Ordinances. <br />A -I —Agricultural Conservation <br />District <br />This district is intended for growing <br />or producing field crops, keeping or <br />producing of livestock, and livestock <br />products and poultry. Incidental retail <br />selling by the producer of products raised <br />on the premises, provided that customer <br />parking space is furnished off the public <br />right-of-way is allowed. This district does <br />not allow feedlots. <br />R- I a District <br />This district is intended for primarily rural <br />residential with accessory agricultural <br />uses where conditions are suitable. <br />R- I b District <br />This district is intended for low density <br />single-family residential development. <br />Subdivisions utilize on -site sewage <br />disposal systems and private water wells. <br />Density in this district is limited to one <br />single-family residence per gross acre. <br />R-I c District <br />This district is intended for single-family <br />residential in areas with full municipal <br />public sewer and water access that are <br />a continuation of existing residential <br />development patterns and the infilling of <br />existing lots in established neighborhoods. <br />R- I d District <br />This district is intended to accommodate <br />single-family residential dwellings with <br />large lots and higher quality housing <br />within the municipal sewer and water <br />access area. This district is explicitly for <br />areas that possess significant natural <br />features and is intended to encourage the <br />design of subdivisions that protect these <br />natural features. <br />R-2a District <br />This district is intended to create low <br />density housing areas that transition <br />between single-family housing and higher <br />density residential housing. <br />R-2b District <br />This district is intended to create low <br />density multiple dwelling areas to tran- <br />sition between lower and higher density <br />land uses within the municipal sewer and <br />water service area. <br />R-3 — Townhome District <br />This district is intended to accommodate <br />single-family detached and attached <br />dwellings at moderate residential densi- <br />ties of 11 units per acre or less. This district <br />serves as a transition between single- <br />family areas and more dense multi -family <br />districts. <br />R-4 — Multiple -Family Residential <br />District <br />This district is intended to create, <br />preserve, and enhance dense multi -family <br />use in areas served by municipal sewer <br />and water and with good access to public <br />amenities, shopping centers, and employ- <br />ment centers. <br />C-1 — Central Business District <br />This district is intended for retail, service, <br />and commercial uses that serve residents <br />and the surrounding community that <br />are different from highway commercial <br />uses. These are typically smaller scale <br />commercial uses just outside the historic <br />downtown. <br />C-2 — Office District <br />This district is intended to buffer resi- <br />dential districts from arterial streets or <br />commercial districts. This district provides <br />for the location of offices and other service <br />and light commercial uses that are subject <br />to more restrictive controls. <br />C-3 — Highway Commercial <br />District <br />This district is intended for commercial <br />establishments with need for immediate <br />access to major highways. <br />DD — Downtown District <br />This district is intended to reinforce <br />the general character and quality of the <br />existing downtown. New construction in <br />this district should take into consideration <br />the building location and purpose and <br />incorporate traditional design elements <br />and techniques that are represented <br />in existing structures. This district is <br />intended to encourage uses and designs <br />that are consistent with the historic char- <br />acter of the downtown with an emphasis <br />on pedestrian access and design stan- <br />dards. <br />XCR — Extreme Commercial <br />Recreation <br />This district is intended to provide lodging, <br />retail, and commercial recreation uses <br />that are more intense in nature and <br />include but are not limited to off road <br />racing, training facilities, and hotels. <br />Elk River Comprehensive Plan • Community Context <br />07MITI ad10]C1S WAI�VWVK91ilk1W1 <br />19 <br />
