Existing Land Use <br />Existing land use has been inventoried based on field reconnaissance and research conducted in August 2020. All parcels <br />within the city limits have been categorized into one of the following land use classifications. <br />Rural Residential <br />Rural residential consists of large lot <br />single-family homes. This is the predom- <br />inant residential type in the north of the <br />city beyond the Urban Service Area. This <br />land use consists of planned subdivi- <br />sions and lots located directly on arterial <br />roadways. Rural residential lands are not <br />utilized for any agricultural production <br />as they serve residential and residential <br />accessoryuses only. <br />Single -Family Detached <br />Single-family detached consists of <br />single-family homes occupying modest <br />to moderate individual lots. This is the <br />predominant residential type within <br />the Urban Service Area of the city. The <br />single-family detached land use consists <br />of newer planned subdivisions as well <br />as older established neighborhoods <br />surrounding the historic downtown. <br />Single -Family Attached <br />Single-family attached includes structures <br />where dwelling units share an exterior <br />wall with at least one adjacent unit while <br />still maintaining a separate dedicated <br />entrance for each unit. This land use <br />includes townhomes and duplexes. There <br />are a number of single-family attached <br />homes in newer planned subdivisions <br />in the city primarily providing senior <br />housing. <br />Multi -family <br />Multi -family includes structures that <br />contain multiple dwelling units stacked <br />vertically with shared entrances and <br />corridors, such as apartment buildings <br />and condominiums. Multi -family units <br />make up the smallest portion of the city's <br />housing stock. There is a range of multi- <br />family options in the community from <br />luxury condominiums to 65+ and assisted <br />living housing such as Pullman Place <br />Cooperative and the Guardian Angels Care <br />Center. <br />Commercial <br />Commercial uses include retail and <br />service businesses, such as shops, restau- <br />rants, banks, gas stations, and auto service <br />stations. Office uses are also included <br />within this land use designation. Elk River <br />has a number of commercial strip malls <br />and big box retail destinations along the <br />Highway 169 corridor. The historic down- <br />town is also a predominant commercial <br />district for the city. <br />Mixed Use <br />This land use includes structures with first <br />floor/ground level commercial uses and <br />residential or office uses above. Mixed use <br />is exclusively found in the downtown. <br />Parks & Open Space <br />This land use includes parks that provide <br />both active and passive recreation options <br />as well as open space areas. Parks consist <br />of public parks owned and maintained by <br />the city as well as private parks in planned <br />subdivisions. Open space areas include <br />preserves or maintained natural areas <br />within the city in addition to detention <br />ponds and creeks within planned subdivi- <br />sions and commercial or industrial areas. <br />Public & Semi -Public <br />Public and semi-public includes local <br />government uses, municipal facilities, <br />community service providers, schools, and <br />places of worship and assembly such as <br />City Hall, fire stations, churches, and Elk <br />River's public schools. <br />Agriculture <br />Agriculture includes land that is actively <br />being used for the production of crops, <br />livestock, and farming -related activities. <br />Farmhouses and very low -density single <br />family detached homes within the same <br />parcel utilized for agricultural production <br />are also included in this land use category. <br />Agriculture is located primarily in the <br />northern most portion of the city beyond <br />the Urban Service Area. <br />Utilities & Railroads <br />Utility and railroads support local infra- <br />structure and provide right-of-ways or <br />easements for the transmission of gas, <br />electric, water, and sewer. This includes <br />both facilities and infrastructure as well as <br />related right-of-ways. <br />Industrial <br />Industrial uses include both heavy and <br />light industrial businesses such as manu- <br />facturing, warehousing and the distri- <br />bution of goods and materials, as well as <br />industrial machinery or refineries. Most <br />industrial uses are located along Highway <br />169 and Highway 10 with access to the <br />major transportation corridors. Gravel <br />mining activities in the north of the city <br />are a primary example of heavy industrial <br />use. The operation of the gravel mines <br />and other legacy industrial uses such as <br />Frontera concrete casting have occurred <br />in the city for decades and are expected to <br />continue operations into the future. <br />Undeveloped <br />Undeveloped includes natural areas such <br />as fields or wooded areas that have not <br />been prepared for development but have <br />not been set aside for conservation. In <br />their current state, development could not <br />occur without first improving the site. <br />Vacant <br />Vacant includes properties and parcels <br />that can reasonably be considered avail- <br />able for development/redevelopment. <br />This includes properties that have been <br />prepared for development, those that <br />once held a structure that has since been <br />demolished, and those where the struc- <br />ture is in very poor condition and does not <br />have a current occupant.
