•
I 4
CR0VS
The City of Elk River was first established as a trading post at the
confluence of the Mississippi River and Elk River. In 1864, the
first railroad lines reached Elk River spurring further growth.
Evidence of this early development is still visible in the down-
town where a number of buildings dating back over 100 years
are still in use today. In 1977, the city was incorporated, taking
its namesake from the river that sparked its early development.
While some buildings in the downtown have not seen much
change, the wider community has developed from this core.
Today, the city offers a full spectrum of land uses ranging from
dense residential to rural estates to industrial including gravel
mining areas unique to this region.
The following chapter is a snapshot of existing conditions in Elk
River intended to illustrate what the community looked like at
the time of plan development. This context provides the foun-
dation for recommendations in the later plan chapters of this
document. A more comprehensive existing conditions analysis
was developed and included in an Existing Conditions Memo-
randum, which is on file with city staff and available for review
upon request.
jiiiiiiii
®■1M- J0V -.
t
2A
4
Elk River Comprehensive Plan • Community Context
B7:T_\2910l:l l: LVAl: LViTWO701WO
0
