• <br />I 4 <br />CR0VS <br />The City of Elk River was first established as a trading post at the <br />confluence of the Mississippi River and Elk River. In 1864, the <br />first railroad lines reached Elk River spurring further growth. <br />Evidence of this early development is still visible in the down- <br />town where a number of buildings dating back over 100 years <br />are still in use today. In 1977, the city was incorporated, taking <br />its namesake from the river that sparked its early development. <br />While some buildings in the downtown have not seen much <br />change, the wider community has developed from this core. <br />Today, the city offers a full spectrum of land uses ranging from <br />dense residential to rural estates to industrial including gravel <br />mining areas unique to this region. <br />The following chapter is a snapshot of existing conditions in Elk <br />River intended to illustrate what the community looked like at <br />the time of plan development. This context provides the foun- <br />dation for recommendations in the later plan chapters of this <br />document.
