Implementation <br />Action Matrix <br />The Implementation Action Matrix offers a comprehensive <br />list of all implementation strategies, policies, and recom- <br />mendations contained within the Elk River Comprehensive <br />Plan. The Elk River Comprehensive Plan is a long-term <br />living document. The matrix provides staff with a tool to <br />prioritize implementation activities and projects over <br />the life of the plan. city staff and officials should evaluate <br />each recommendation and annually prioritize the execu- <br />tion of the actions based on community needs, ease of <br />implementation and current and projected resources. The <br />Implementation Action Matrix consists of the following: <br />• A description of each project/activityto be undertaken. <br />• A priority ranking for each project/activity. <br />• A general timeframe for each strategy. <br />• An indication of potential partners that may aid with <br />each activity. <br />Priority <br />Priority is assigned with consideration for cost and impor- <br />tance. Each action in the Implementation Action Matrix is <br />indicated with one of the following: <br />• Priority1: Low-cost, easier to implement, critical <br />• Priority 2: Essential <br />Priority 3: Desirable <br />Timeframe <br />Timeframe indicates, in years, how long it would take to <br />complete a specific action and is identified as one of the <br />following: <br />Short-term: Less than two years <br />Mid-term: Two to five years <br />Long-term: Greater than five years <br />Ongoing: Requires immediate action and continued <br />attention throughout the life of the comprehensive plan <br />Partners <br />Elk River will require the assistance of neighboring govern- <br />ment units, organizations, and community groups to fully <br />implement the comprehensive plan. While the City of Elk <br />River is generally responsible for initiating and imple- <br />menting most of the plan's policies and recommendations, <br />many partnership opportunities will be required to achieve <br />the goals and supporting strategies within the compre- <br />hensive plan. The Partners section of the Implementation <br />Action Matrix identifies potential partner organizations. <br />In addition, there maybe instances where an organization <br />that is well -matched to one of the plan goals, supporting <br />policies, or recommendations is not listed as a potential <br />partner for a given topic and should be added. <br />130 <br />Implementation Plan • Elk River Comprehensive Plan <br />
