As a method to prevent oak wilt, Licensee shall not <br />conduct any tree removal operations at the Landfill Property between April 15 <br />and July 15each year. In addition, oak stumps shall be removed prior to April 15 <br />each year. When removing trees and stumps, Licensee shall prevent damage to <br />remaining trees. <br />(27)Alternative Cover.“Alternative Cover” shall be defined as any suitable <br />clean cover material other than Clean Earth Fill. Alternative intermittent and <br />intermediate cover material may be used if such cover material is suitable for <br />compaction, capable of supporting vegetation, and meets MPCA standards set <br />forth in MN Rule 7035.2815, subpart6, and Elk River Landfill’s IndustrialWaste <br />Management Plan. <br />(28)Detailed Engineering Plans for Site Construction. Detailed engineering <br />plans and specification for construction of liner, final cover, surface water, landfill <br />gas features, leachate management and other significant site <br />improvements/infrastructure shall be provided to the City prior to initiating the <br />work. Proposed modifications to the approved plans shall be identified by the <br />Licensee in a detailed narrative and approved by the City prior to initiating work. <br />(a)Prior to construction approval of the final development of the site <br />(Cell 20), ERL shall provide an appropriate earthwork balance for <br />construction and operation such that the amount of fill imported <br />into the site is minimized tothe extent possible. <br />(b)ERL must provide details which showthe transition from the <br />buried pipe to the ground surface at the edge of the liner system <br />and frost protection in areas where the depth of burial for leachate <br />forcemain piping is less than standard. <br />(c)The mining access road within the west buffer areaand cells 18, 19 <br />and 20shall be constructed with the alignment shown in the <br />August 18, 2011 plansAppropriate erosion control protection shall <br />be provided for all buffer area slopes. <br />(g)The current storm water plans that were submitted as Engineering <br />Drawings-Design Plans, March, 2012 mustbe amended as needed <br />to include provisions for erosion control in perimeter surface water <br />channels. Rip rap and/or erosion control matting must to be added <br />based on potential flow velocities for design storm events.Future <br />construction plans mustreflect the additional provisions for <br />erosion control. <br />13 <br /> <br />
